</p>

    <span style="font-size:19px;line-height:150%;font-family:仿宋">（一）整体规划，科学布局。组织编制全市可再生能源开发利用规划，各地要结合实际编制光伏发电应用等专项规划，科学谋划和布局一批光伏发电重点项目，指导光伏发电应用系统开发建设。</span><span style="font-size:19px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;"></span>
</p>
<p style="text-indent:37px;line-height:150%">

    <span style="font-size:19px;line-height:150%;font-family:仿宋">光伏发电项目主要包括分布式发电项目和光伏电站项目。分布式光伏发电是指在用户所在场地或附近建设运行，以用户侧自发自用为主、多余电量上网且在配套网系统平衡调节为特征的光伏发电设施。光伏电站是指作为公共电源建设及运行管理的光伏发电设施。</span><span style="font-size:19px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;"></span>
</p>
<p style="text-indent:37px;line-height:150%">
    <span style="font-size:19px;line-height:150%;font-family:仿宋">（一）鼓励按照</span><span style="font-size:19px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">“</span><span style="font-size:19px;line-height: 150%;font-family:仿宋">自发自用，余量上网，电网调节</span><span style="font-size:19px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">”</span><span style="font-size:19px;line-height:150%;font-family:仿宋">的方式建设分布式光伏发电系统。优先支持在工业园区厂房、商业综合体、专业市场、体育场馆、高速公路服务区等建筑屋顶建设规模化分布式光伏发电系统，支持在学校、医院、党政机关、事业单位、科研院所和城乡居民住宅等建筑屋顶推广小型分布式光伏发电系统。支持在城镇化发展和美丽乡村建设过程中，结合建筑节能加强光伏发电应用推广。</span><span style="font-size:19px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;"></span>

    <span style="font-size:19px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;"></span><span style="font-size:19px;line-height: 150%;font-family:仿宋">（二）现有年综合能耗超过</span><span style="font-size:19px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">5000</span><span style="font-size:19px;line-height:150%;font-family:仿宋">吨标准煤且具备建设屋顶光伏发电条件的企业（项目），原则上要利用屋顶配套建设分布式光伏发电系统，进行能耗减量置换。新建的年综合能耗超过</span><span style="font-size:19px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">5000</span><span style="font-size:19px;line-height:150%;font-family:仿宋">吨标准煤的企业（项目），具备建设屋顶光伏发电条件的，原则上按照同步设计、同步实施的要求建设分布式光伏发电系统。</span><span style="font-size:19px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;"></span>
</p>
<p style="text-indent:37px;line-height:150%">
    <span style="font-size:19px;line-height:150%;font-family:仿宋">（三）鼓励新建屋顶面积达</span><span style="font-size:19px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">1000</span><span style="font-size:19px;line-height:150%;font-family:仿宋">平方米以上的工商业和公共建筑，按照光伏建筑一体化要求进行设计和建设。政府性建筑物，符合规划的，原则上应无偿提供屋顶用于建设光伏发电系统。积极试点和推广光伏玻璃幕墙。</span><span style="font-size:19px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;"></span>
</p>
<p style="text-indent:37px;line-height:150%">
    <span style="font-size:19px;line-height:150%;font-family:仿宋">（四）创新土地利用方式，提高土地利用效率，积极推进国有土地租赁方式，在滩涂、水面、荒山、护坡、废弃矿山等开发利用困难的空间，有序投资建设光伏地面电站。支持利用农业大棚、种养基地、鱼塘水库等发展集高效农业、现代渔业、休闲观光与太阳能光伏发电融合互补的</span><span style="font-size:19px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">“</span><span style="font-size:19px;line-height: 150%;font-family:仿宋">农光互补</span><span style="font-size:19px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">”</span><span style="font-size:19px;line-height:150%;font-family:仿宋">、</span><span style="font-size:19px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">“</span><span style="font-size:19px;line-height: 150%;font-family:仿宋">渔光互补</span><span style="font-size:19px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">”</span><span style="font-size:19px;line-height:150%;font-family:仿宋">项目。</span><span style="font-size:19px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;"></span>

    <span style="font-size:19px;font-family:黑体">五、建设模式</span>
</p>
<p style="text-indent:37px;line-height:150%">
    <span style="font-size:19px;line-height:150%;font-family:仿宋">光伏发电项目的投资主体与建筑屋顶所有权单位（家庭或个人）可按照合同能源管理、租赁、合资参股、委托建设等模式进行合作。鼓励专业化的能源服务公司与用户合作，投资建设和经营管理为用户供电的光伏发电及相关设施，将合同能源管理模式引入光伏应用推广领域。</span><span style="font-size:19px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;"></span>

    <span style="font-size:19px;font-family:黑体">六、项目管理</span>
</p>
<p style="text-indent:37px;line-height:150%">
    <span style="font-size:19px;line-height:150%;font-family:仿宋">（一）光伏发电项目按照国家和省级能源主管部门有关规定，实行年度指导规模管理。年度指导规模由市、县（市、区）发展和改革部门根据规划和项目前期推进等情况按规定要求申报，统筹管理。对纳入全省光伏发电年度建设计划并按规定时间要求建成投运且验收合格的项目，可按发电量获得国家资金补贴，享受省、市相关优惠扶持政策。对不需要资金补贴的光伏发电项目，不作年度建设规模限制。</span><span style="font-size:19px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">&nbsp;&nbsp;&nbsp; </span><span style="font-size:19px;line-height:150%;font-family:仿宋">（二）简化光伏发电项目审批程序。分布式光伏发电项目由市、县（市、区）发展和改革部门实行备案管理。对个人利用自有住宅及在住宅区域内建设的分布式光伏发电项目，由当地电网企业直接登记并集中向当地发展和改革部门备案。光伏电站项目由市、县（市、区）发展和改革部门初审受理后转报省发改委（省能源局）备案。具体备案管理办法按国家和省能源主管部门有关规定执行。</span><span style="font-size:19px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;"></span>

    <span style="font-size:19px;line-height:150%;font-family:仿宋">（三）光伏发电项目按照</span><span style="font-size:19px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">“</span><span style="font-size:19px;line-height: 150%;font-family:仿宋">谁投资、谁受益、谁负责</span><span style="font-size:19px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">”</span><span style="font-size:19px;line-height:150%;font-family:仿宋">的原则，承担光伏发电的安全责任和义务。</span><span style="font-size:19px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;"></span>

</p>
<p style="text-indent:37px;line-height:150%">
    <span style="font-size:19px;line-height:150%;font-family:仿宋">（一）加强配套电网建设。电网企业要加强光伏发电配套电网建设和改造，确保配套电网与光伏发电项目同步建成、同时并网。接入公共电网的配套电网工程、接入用户侧分布式光伏发电引起的公共电网改造部分由电网企业投资建设。电网企业应创造条件，方便分布式光伏发电低压并网。</span><span style="font-size:19px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;"></span>
</p>
<p style="text-indent:37px;line-height:150%">
    <span style="font-size:19px;line-height:150%;font-family:仿宋">（二）优化并网审批程序。电网企业要简化光伏发电项目并网服务流程，明确申报材料内容和办理时限，开通审批</span><span style="font-size:19px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">“</span><span style="font-size:19px;line-height: 150%;font-family:仿宋">绿色通道</span><span style="font-size:19px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">”</span><span style="font-size:19px;line-height:150%;font-family:仿宋">。对家庭光伏发电系统实行一站式并网接入服务。对不需要补贴的分布式光伏项目，如具备接入电网条件，可放开规模建设。电网企业不同意光伏项目接入的，应当书面说明原因，并向省级能源监管机构和当地能源主管部门报告。</span><span style="font-size:19px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;"></span>

    <span style="font-size:19px;line-height:150%;font-family:仿宋">（三）完善并网运行服务。分布式光伏发电原则上以用户端自发自用、多余电量上网为主，也可选择全部自用或全部上网，用户不足电量由电网企业提供。电网企业对分布式光伏发电项目所发电量余量上网部分全额收购，免收系统备用容量费和相关服务费。上、下网电量分开结算，电价执行国家相关政策。</span><span style="font-size:19px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;"></span>

</p>

    <span style="font-size:19px;line-height:150%;font-family:仿宋">（一）各县（市、区）要积极发展光伏发电应用项目，对推广应用光伏发电较好的地区在年度能源消费总量上给予适当倾斜。</span><span style="font-size:19px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;"></span>
</p>
<p style="text-indent:37px;line-height:150%">
    <span style="font-size:19px;line-height:150%;font-family:仿宋">（二）严格实行企业能源总量控制制度。对利用屋顶建设光伏发电系统的企业，依据企业年度能源</span><span style="font-size:19px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">“</span><span style="font-size:19px;line-height: 150%;font-family:仿宋">双控</span><span style="font-size:19px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">”</span><span style="font-size:19px;line-height:150%;font-family:仿宋">目标，在执行有序用电时，降低一级有序用电等级，优先审批因转型升级所需的电力增容需求。光伏系统所发电量可以在其年度用能指标中予以抵扣，并在评选</span><span style="font-size:19px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">“</span><span style="font-size:19px;line-height: 150%;font-family:仿宋">绿色企业</span><span style="font-size:19px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">”</span><span style="font-size:19px;line-height:150%;font-family:仿宋">时给予支持。</span><span style="font-size:19px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;"></span>

    <span style="font-size:19px;line-height:150%;font-family:仿宋">（三）光伏发电项目自发自用电量不计入阶梯电价适用范围，计入地方政府和用户节能量，不纳入能源消费总量考核，并可作为用能指标进行交易。</span><span style="font-size:19px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;"></span>

    <span style="font-size:19px;line-height:150%;font-family:仿宋">（六）加大土地政策支持力度。光伏发电项目使用土地的，应依法办理用地审批手续。对经许可建设的光伏发电项目需利用土地资源的，在安排土地利用计划指标时给予适度倾斜。</span><span style="font-size:19px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;"></span>

    <span style="font-size:19px;line-height:150%;font-family:仿宋">（一）加强统筹协调。市政府将建立光伏发电等可再生能源发展工作领导协调组织。市级有关部门要根据职责分工，切实落实各项政策，加强协调配合，形成工作合力，加快光伏发电应用推广，促进我市光伏发电产业健康发展。</span><span style="font-size:19px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;"></span>
</p>
<p style="text-indent:37px;line-height:150%">
    <span style="font-size:19px;line-height:150%;font-family:仿宋">（二）强化工作推进。各级、各部门要进一步提高对发展光伏发电产业重要意义的认识，要以</span><span style="font-size:19px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">“</span><span style="font-size:19px;line-height: 150%;font-family:仿宋">绿水青山就是金山银山</span><span style="font-size:19px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">”</span><span style="font-size:19px;line-height:150%;font-family:仿宋">绿色生态发展理念，从促进节能减排、生态文明建设的高度，加大本地区、本行业光伏发电项目的推进力度，加快建立光伏屋顶资源统筹机制，加强与配套电网建设的衔接，及时制订具体推进方案，并确保各项政策落到实处。</span><span style="font-size:19px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;"></span>

    <span style="font-size:19px;line-height:150%;font-family:仿宋">（三）明确电量计量和结算办法。由电网企业负责对纳入市本级按电量补贴的光伏发电项目发电量、上网电量的计量和统计，并按月与发电企业或个人结算，市、区财政补贴资金按季预拨给电网企业，每年年终清算。鼓励电网企业代收合同能源管理协议用电企业光伏发电用电费用，服务费由电网企业和发电企业协商确定。</span><span style="font-size:19px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;"></span>
