    <span style="font-size:16px;line-height:150%;font-family:宋体">各州、市发展改革委、能源局，各有关企业：</span>
</p>
<p style="text-indent:32px;line-height:150%">
    <span style="font-size:16px;line-height:150%;font-family: 宋体">为深入贯彻落实十八届五中全会提出的创新、协调、绿色、开放、共享发展理念，按照集中开发与分布式利用相结合的原则，推动太阳能光伏多元化利用，通过发展光伏农业，引导支持我省的光伏产业走出去，把我省打造成为面向南亚东南亚的硅基光伏产业加工制造辐射基地，推动我省高原特色农业的发展。现就推动全省太阳能光伏多元化开发利用提出以下意见：</span>

<p style="text-indent:37px;line-height:150%">
    <span style="font-size:19px;line-height:150%;font-family: 黑体">一、科学把握太阳能光伏开发利用新形势</span>
</p>
<p style="text-indent:32px;line-height:150%">
    <span style="font-size:16px;line-height:150%;font-family: 宋体">云南省地处低纬度高原地区，是我国太阳能资源最丰富的省区之一。云南省年平均日照时数为</span><span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">2200</span><span style="font-size:16px;line-height:150%;font-family:宋体">小时，高于</span><span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">2000</span><span style="font-size:16px;line-height:150%;font-family:宋体">小时的地区占</span><span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">72%</span><span style="font-size:16px;line-height:150%;font-family:宋体">。近年来我省坚持规划先行、注重环保、开拓创新的原则，高效稳步摔倒进光伏发电开发利用，开创了石漠化土地利用新模式，实现了绿色农业与现代工业的和谐发展，探索了精准光伏扶贫试点示范。</span>
</p>
<p style="text-indent:32px;line-height:150%">
    <span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">&nbsp;</span><span style="font-size:16px;line-height:150%;font-family:宋体">光伏电站建设占用土地较多，光伏电站建设与土地、林地使用矛盾突出；云南省水能资源丰富，从电源结构上看，并不需要大力发展光伏发电。结合我省高原特色农产品丰富而可种粗土地较少的现状，为提高土地利用效率，支持云南省现代农来发展，推进太阳能多元利用，发展光伏农业和光伏扶贫，最大程度上支持我省的贫困地区发展，是形成生态高效、科学运行、监管有力的太阳能多元化利用的重要举措。</span>
</p>

    <span style="font-size:19px;line-height:150%;font-family:黑体">&nbsp;</span><span style="font-size:19px;line-height:150%;font-family:黑体">二、总体要求和基本原则</span>
</p>
<p style="text-indent:32px;line-height:150%">
    <span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">&nbsp;</span><span style="font-size:16px;line-height:150%;font-family:宋体">（一）总体要求</span>
</p>
<p style="text-indent:32px;line-height:150%">
    <span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">&nbsp;</span><span style="font-size:16px;line-height:150%;font-family:宋体">全面贯彻落实十八届五中全会和云南省委九届十二次全会精神，坚持创新、协调、绿色、开放、共享发展理念，在适宜地区适度建设光伏电站，发挥太阳能光伏利用对精准扶贫的带动作用，把发展高原特色光伏农业和光伏扶贫放在更加重要的位置，积极推动太阳能光伏多元化开发利用。</span>
</p>
<p style="text-indent:32px;line-height:150%">
    <span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">&nbsp;</span><span style="font-size:16px;line-height:150%;font-family:宋体">（二）基本原则</span>
</p>
<p style="text-indent:32px;line-height:150%">
    <span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">&nbsp;</span><span style="font-size:16px;line-height:150%;font-family:宋体">分类指导、从严把控。统筹考虑环境影响、技术经济、社会效益和多元化发展等因素，科学分类、严格把控。调整太阳能光伏发电开发功能定位，服务当地民生改善和脱贫致富。</span>
</p>
<p style="text-indent:32px;line-height:150%">
    <span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">&nbsp;</span><span style="font-size:16px;line-height:150%;font-family:宋体">保护环境、生态优先。牢固树立绿色发展理念，按照“生态优先、社会优先”的原则，严格贯彻“在保护中开发、在开发中保护”的方针，在保护的基础上进一步提升光伏电站生态环境质量。</span>
</p>
<p style="text-indent:32px;line-height:150%">
    <span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">&nbsp;</span><span style="font-size:16px;line-height:150%;font-family:宋体">强化安全、明确责任。严格落实质量安全管理的规定与措施，明确各建设单位和各级政府的工程质量监督与安全监管职责。</span>
</p>

    <span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">&nbsp;</span><span style="font-size:16px;line-height:150%;font-family:宋体">多元利用、示范为主。推进太阳能光伏多元化利用，重点支持光伏农（林、牧、渔）业的示范项目，共同打造云南省高效高科技光伏农产品基地。</span>

</p>
<p style="text-indent:32px;line-height:150%">
    <span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">&nbsp;</span><span style="font-size:16px;line-height:150%;font-family:宋体">（一）推动太阳能光伏多元化利用</span>
</p>
<p style="text-indent:32px;line-height:150%">
    <span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">&nbsp;</span><span style="font-size:16px;line-height:150%;font-family:宋体">云南省不再发展地面光伏电站、未来发展重点主要在光伏农（林、牧、渔）业、光伏提水、光伏制冷（脱水、保鲜）、光伏制热（烘干、食品加工）、户用光伏扶贫及城市、工业园区的屋顶分布式光伏领域。</span>
</p>

    <span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">&nbsp;</span><span style="font-size:16px;line-height:150%;font-family:宋体">（二）环境敏感区域不得建设光伏电站</span>
</p>
<p style="text-indent:32px;line-height:150%">
    <span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">&nbsp;</span><span style="font-size:16px;line-height:150%;font-family:宋体">光伏电站建设秘须根据《国土资源部发展改革委科技部工业和信息化部住房城乡建设部商务部关于支持新产业新业态发展促进大众创业万众创新用地的意见》（国土资规〔</span><span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">2015</span><span style="font-size:16px;line-height:150%;font-family:宋体">〕</span><span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">5</span><span style="font-size:16px;line-height:150%;font-family:宋体">号）和《国土资源部关于发布〈光伏发电站工程项目用地控制指标〉的通知》（国土资规〔</span><span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">2015</span><span style="font-size:16px;line-height:150%;font-family:宋体">〕</span><span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">11</span><span style="font-size:16px;line-height:150%;font-family:宋体">号）的有关要求，“对建设占用农用地的，所有用地部分均应按建设用地管理”，依法依规办理有关手续。</span>
</p>
<p style="text-indent:32px;line-height:150%">
    <span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">&nbsp;</span><span style="font-size:16px;line-height:150%;font-family:宋体">光伏电站建设要坚决避让环境敏感区域。环境敏感区域是指生物多样性富集区域、特殊生态环境及特有物种、鸟类通道、自然保护区、湿地、风景名胜区、民俗保护区，以及其它自然生态经济社会发展敏感区等。</span>
</p>
<p style="text-indent:32px;line-height:150%">
    <span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">&nbsp;</span><span style="font-size:16px;line-height:150%;font-family:宋体">（三）优先选择负荷集中区域建设光伏</span>
</p>
<p style="text-indent:32px;line-height:150%">
    <span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">&nbsp;</span><span style="font-size:16px;line-height:150%;font-family:宋体">云南省光伏电站建设应优先选择具备就近接入电网的有利条件及负荷集中的澳中、澳东和滨南区域。支持在边远少数民族贫困地区开展光伏扶贫工作。</span>
</p>
<p style="text-indent:32px;line-height:150%">
    <span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">&nbsp;</span><span style="font-size:16px;line-height:150%;font-family:宋体">（四）依法落实建设管理要求</span>
</p>
<p style="text-indent:32px;line-height:150%">
    <span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">&nbsp;</span><span style="font-size:16px;line-height:150%;font-family:宋体">对屋顶分布式光伏发电项目及全部自发自用的地面分布式光伏发电项目不限制建设规模，电网企业须及时办理并网手续，项目建成后汇总上报国家能源局纳入补贴范围。</span>
</p>
<p style="text-indent:32px;line-height:150%">
    <span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">&nbsp;</span><span style="font-size:16px;line-height:150%;font-family:宋体">纳入国家光伏年度新增建设规模的项目方可备案，纯地面光伏电站项目不得备案，申请纳入年度计划规模的项目由各州、市发展改革委，能源局落实建设条件（土地、林地）和接入条件，优先发展光伏农（林、牧、渔）业和光伏扶贫。</span>
</p>
<p style="text-indent:32px;line-height:150%">
    <span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">&nbsp;</span><span style="font-size:16px;line-height:150%;font-family:宋体">（五）依法依规建设</span>
</p>
<p style="text-indent:32px;line-height:150%">
    <span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">&nbsp;</span><span style="font-size:16px;line-height:150%;font-family:宋体">光伏电站建设必须符合国土、林业、农业等部门的相关政策，依法依规建设。光伏用地的流转必须尊重当地农民的意愿，不得强制征（租）土地。</span>
</p>
<p style="text-indent:32px;line-height:150%">
    <span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">&nbsp;</span><span style="font-size:16px;line-height:150%;font-family:宋体">（六）强化工程质量与安全监管</span>
</p>
<p style="text-indent:32px;line-height:150%">
    <span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">&nbsp;</span><span style="font-size:16px;line-height:150%;font-family:宋体">全面落实政府安全监管责任，强化项目法人安全主体责任，工程勘测设计单位技术保障职责和施工单位履行具体责任，规范施工质量和安全管理。制定严格、高效的管理规定和切实可行的应急预案、严格管理，安全运行。</span>

    <span style="font-size:19px;line-height:150%;font-family:黑体">&nbsp;</span><span style="font-size:19px;line-height:150%;font-family:黑体">四、明确功能定位、高效建设运行</span>
</p>
<p style="text-indent:32px;line-height:150%">
    <span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">&nbsp;</span><span style="font-size:16px;line-height:150%;font-family:宋体">（一）准确定位</span>
</p>
<p style="text-indent:32px;line-height:150%">
    <span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">&nbsp;</span><span style="font-size:16px;line-height:150%;font-family:宋体">充分发挥光伏资源分布点多面广的优势，突出服务高原特色农业，满足当地群众生活生产需求和促进地方县城经济发展的属性，支持光伏精准扶贫，加强太阳能光伏多元化高效利用。</span>
</p>
<p style="text-indent:32px;line-height:150%">
    <span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">&nbsp;</span><span style="font-size:16px;line-height:150%;font-family:宋体">（二）高标准建设</span>
</p>
<p style="text-indent:32px;line-height:150%">
    <span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">&nbsp;</span><span style="font-size:16px;line-height:150%;font-family:宋体">重视生态环境保护、水土保护、工程建设质量和安全，精心施工，切实把保护生态环境措施和农（林、牧、渔）业设施落到实处，确保光伏项目与环境的协调性。</span>
</p>
<p style="text-indent:32px;line-height:150%">
    <span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">&nbsp;</span><span style="font-size:16px;line-height:150%;font-family:宋体">光伏电站建设设备招标应严格按照国家招投标法有关规定进行。同等条件下应优先选择云南省装备，鼓励企业研发适合云南的光伏装备，支持企业走出云南，拓展南亚，东南亚的相关业务。</span>
</p>
<p style="text-indent:32px;line-height:150%">
    <span style="font-size:16px;line-height:150%;font-family: 宋体">（三）高效综合利用</span>
</p>
<p style="text-indent:32px;line-height:150%">
    <span style="font-size:16px;line-height:150%;font-family: 宋体">要利用能源企业的资金和技术优势，在农业、科技等部门的指导下大力发展高原特色农（林）业、养殖业，为当地经济社会发展，农民脱贫致富探索一条创新、绿色发展道路。</span>
</p>
<p style="text-indent:32px;line-height:150%">
    <span style="font-size:16px;line-height:150%;font-family: 宋体">光伏项目建成后，鼓励项目业主前两年拿出不低于总收益（电站收益及中养殖收益）的</span><span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">5%</span><span style="font-size:16px;line-height:150%;font-family:宋体">，两年后不低于总收益的</span><span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">10%</span><span style="font-size:16px;line-height:150%;font-family:宋体">用于扶持当地贫困群众的脱贫致富和发展农（林、牧、渔）业产业。</span>
</p>
<p style="text-indent:37px;line-height:150%">
    <span style="font-size:19px;line-height:150%;font-family: 黑体">五、保障措施</span>
</p>
<p style="text-indent:32px;line-height:150%">
    <span style="font-size:16px;line-height:150%;font-family: 宋体">（一）科学管理开发。增强太阳能光伏多元化开发利用的竞争优势，引导太阳能开发利用综合化、多元化、利益最大化。引入竞争机制，鼓励有实力、有管理经验的企业进行太阳能综合利用开发，促进太阳能开发健康有序。</span>
</p>
<p style="text-indent:32px;line-height:150%">
    <span style="font-size:16px;line-height:150%;font-family: 宋体">（二）健全工作机制。完善太阳能光伏开发利用管理协调机制，强化各部门协同和上下联动，形成工作合力，共同研究太阳能综合利用，落实工作任务，依法依规做好相关工作，确保太阳能光伏多元化利用落到实处，取得实效。</span>
</p>

    <span style="font-size:16px;line-height:150%;font-family: 宋体">（三）强化责任落实。各级能源主管部门要切实转变发展观念，按原职能分工，密切配合，科学制定具体措施和工作方案，依法加强监督管理。</span>
