</p>
<p style="text-indent:32px;line-height:150%">
    <span style="font-size:16px;line-height:150%;font-family: 宋体">一、享受国家可再生能源电价附加资金补贴政策的新能源发电项目及其配套送出工程均纳入国家能源局可再生能源发电项目信息管理平台（登录国家能源局官方网站，以下简称</span><span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">“</span><span style="font-size:16px;line-height:150%;font-family:宋体">信息平台</span><span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">”</span><span style="font-size:16px;line-height:150%;font-family:宋体">）管理，包括风电、光伏发电、太阳能热发电、生物质发电、海洋能发电等已建成、在建和新建项目及其配套送出工程。信息平台是国家能源局信息管理系统的重要组成部分，由国家能源局委托国家可再生能源信息管理中心负责日常运行维护，信息平台相关数据版权和解释权归国家能源局所有。原</span><span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">“</span><span style="font-size:16px;line-height:150%;font-family:宋体">可再生能源电价附加信息管理平台</span><span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">”</span><span style="font-size:16px;line-height:150%;font-family:宋体">自</span><span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">2015</span><span style="font-size:16px;line-height:150%;font-family:宋体">年</span><span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">11</span><span style="font-size:16px;line-height:150%;font-family:宋体">月</span><span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">1</span><span style="font-size:16px;line-height:150%;font-family:宋体">日起停运。</span>

    <span style="font-size:16px;line-height:150%;font-family: 宋体">二、各省级能源主管部门负责组织本省（区、市）内各级地方能源主管部门申请或复核信息平台工作账号，及时组织辖区内相关项目单位通过信息平台上报项目信息，并通过信息平台对风电、太阳能发电等新能源发电项目实行年度规模管理。对实行年度规模管理的新能源发电项目，各省级能源主管部门当年累计安排的项目新增规模不得超过国家能源局下达的年度规模，否则信息平台将不予接受。</span> 
</p>
<p style="text-indent:32px;line-height:150%">
    <span style="font-size:16px;line-height:150%;font-family: 宋体">三、对于申请办理核准（备案）的新能源发电项目，由具有核准（备案）权限的地方能源主管部门在受理核准（备案）申请时，登录信息平台生成该项目整个建设周期身份标识的唯一项目代码（以下简称</span><span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">“</span><span style="font-size:16px;line-height:150%;font-family:宋体">项目代码</span><span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">”</span><span style="font-size:16px;line-height:150%;font-family:宋体">），并在项目核准（备案）文件予以明确。项目代码作为政府监管项目建设及项目申报电价附加补助信息识别的依据。地方能源主管部门可利用信息平台跟踪和管理本地区新能源发电项目建设运行情况。</span> 
</p>
<p style="text-indent:32px;line-height:150%">
    <span style="font-size:16px;line-height:150%;font-family: 宋体">四、国家能源局各派出机构可通过信息平台查询新能源发电项目前期工作、核准（备案）、建设、并网及运营等项目全生命周期的相关信息、年度规模管理信息和配套接网工程衔接及建设进展情况，对电网企业公平无歧视接入新能源发电项目以及并网后的优先上网情况进行监管。</span> 
</p>
<p style="text-indent:32px;line-height:150%">
    <span style="font-size:16px;line-height:150%;font-family: 宋体">五、新能源发电项目单位应及时通过信息平台如实填报项目前期工作、核准（备案）、建设、并网及运营等项目全生命周期相关信息，并按照有关规定申报电价附加补助目录。对于因信息填报错误、填报不及时导致不能及时接入电网、纳入补贴目录及获得电价附加补贴的，由项目单位自行承担相关责任。</span> 
</p>
<p style="text-indent:32px;line-height:150%">
    <span style="font-size:16px;line-height:150%;font-family: 宋体">六、各电网企业应及时填报由电网企业投资建设的可再生能源发电项目接网工程建设进度，并在受理发电项目单位并网申请后登录信息平台对相关信息进行复核。对于由发电企业投资建设、需申报补助目录的接网工程，发电企业应及时填报接网工程核准及投产信息并申报补助目录。个人分布式光伏发电项目原则上由受理项目申请的电网企业将相关信息打包后，通过信息平台报送，个人可登录信息平台进行复核。</span> 
</p>
<p style="text-indent:32px;line-height:150%">
    <span style="font-size:16px;line-height:150%;font-family: 宋体">七、国家能源局组织国家可再生能源信息管理中心对可再生能源发电项目各阶段信息进行统计汇总，并按时将行业发展情况对社会进行公开，引导产业持续健康发展。</span> 
</p>
<p style="text-indent:32px;line-height:150%">
    <span style="font-size:16px;line-height:150%;font-family: 宋体">信息平台自发文之日起上线试运行，试运行满一年后将自动转入正式运行。请各有关单位高度重视本项工作，按照职责分工加强协作，落实相关要求，加快推进可再生能源发电项目信息管理工作，促进新能源产业健康、稳定、快速发展。</span>

</p>
<p style="text-indent:32px;line-height:150%">
    <span style="font-size:16px;line-height:150%;font-family: 宋体">对于需要进行年度规模管理的风电、太阳能发电等新能源项目，在完成项目前期工作信息填报后，需由省级能源主管部门通过信息平台实行年度规模管理工作，作为申报电价附加补助信息的重要依据。其中，申请纳入基地管理的项目，应根据审定的基地规划确定具体项目名单；对其他申请纳入年度开发（建设实施）方案和新能源示范实施方案的项目，应确定方案具体项目名单和列入规模。各省级能源主管部门当年累计安排的项目新增规模不得超过国家能源局下达的年度规模，否则信息平台将不予接受。未经省级能源主管部门通过信息平台审核确认的项目，将无法填报项目建设、运营等信息。</span>

</p>
<p style="text-indent:32px;line-height:150%">
    <span style="font-size:16px;line-height:150%;font-family: 宋体">具有核准（备案）权限的地方能源主管部门，在受理项目核准（备案）申请时登录信息平台，对申请项目（不包括个人分布式光伏发电项目）进行确认，即时生成项目代码，并在核准（备案）文件中予以明确。已完成核准（备案）的项目需要项目单位通过信息平台完成项目前期信息补填后，平台自动生成项目代码。项目代码将作为政府监管项目建设及项目申报电价附加补助信息识别的依据。</span>
</p>

    <span style="font-size:16px;line-height:150%;font-family: 宋体">风电、光伏发电项目单位需按月填报项目月度建设信息，主要包括发电设备投产情况、配套送出工程建设情况、工程月度投资等；电网企业需填报个人分布式光伏发电项目月度投产信息，主要包括经营范围内月度新增个人分布式光伏发电项目总数、投产容量等。个人可申请登录平台对相关信息进行复核。月度建设（运行）信息将作为国家年中调整建设规模和下年度开发、建设实施方案确定的重要参考依据。</span>

    <span style="font-size:16px;line-height:150%;font-family: 宋体">所有新能源发电项目单位均需填报全部设备投产信息，主要包括项目投运时间、投运容量、总投资、投运设备明细等。</span>
</p>

    <span style="font-size:16px;line-height:150%;font-family: 宋体">（</span><span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">3</span><span style="font-size:16px;line-height:150%;font-family:宋体">）并网申请受理信息</span>
</p>
<p style="text-indent:32px;line-height:150%">
    <span style="font-size:16px;line-height:150%;font-family: 宋体">所有新能源发电项目单位均需填报并网申请受理信息，主要包括升压站并网申请日期、升压站并网验收日期、验收单位等，并提供并网申请和验收文件。</span>
</p>
<p style="text-indent:32px;line-height:150%">

    <span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">1.</span><span style="font-size:16px;line-height:150%;font-family:宋体">项目单位在项目升压站并网验收完成后即具备申报补助目录资格，应通过信息平台按照补助目录申报要求填报相关信息，并提交相关支持性文件。</span>

    <span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">2.</span><span style="font-size:16px;line-height:150%;font-family:宋体">在项目完成核准（备案）后，项目单位不得擅自变更项目名称、规模等关键信息，如需变更须通过信息平台提出申请，并提供相关证明文件，经审核确认后方能变更。</span>
