</p>

    <strong><span style="font-size: 20px;line-height: 150%;font-family: 黑体;background: white">　　一、发展目标</span></strong>
</p>
<p style=";margin-bottom:0;text-align:justify;text-justify: inter-ideograph">
    　　<span style="line-height: 150%;font-family: &#39;Times New Roman&#39;, serif;background: white">2016—2018</span><span style="line-height: 150%;font-family: 宋体;background: white">年，全市年均新增光伏发电装机容量</span><span style="line-height: 150%;font-family: &#39;Times New Roman&#39;, serif;background: white">200</span><span style="line-height: 150%;font-family: 宋体;background: white">兆瓦以上，到</span><span style="line-height: 150%;font-family: &#39;Times New Roman&#39;, serif;background: white">2018</span><span style="line-height: 150%;font-family: 宋体;background: white">年装机容量累计达到</span><span style="line-height: 150%;font-family: &#39;Times New Roman&#39;, serif;background: white">1000</span><span style="line-height: 150%;font-family: 宋体;background: white">兆瓦；培育一批具有创新活力和竞争优势的新能源企业，形成一批创新型光伏发电示范项目，力争使我市成为全国重要的新能源产业创新基地。</span>
</p>
<p style=";margin-bottom:0;text-align:justify;text-justify: inter-ideograph">
    　<strong><span style="font-size: 20px;line-height: 150%;font-family: 黑体;background: white">　二、全面推进太阳能光伏应用</span></strong>
</p>
<p style=";margin-bottom:0;text-align:justify;text-justify: inter-ideograph">
    <span style="line-height: 150%;font-family: 宋体;background: white">　　（一）推进光伏应用进产业园区。全市产业园区（含经济开发区、产业集聚区、高新园区、工业功能区、特色小镇等，下同）符合分布式光伏规模化利用要求的，要积极创建规模化应用示范区，可开发面积较小的产业园区要因地制宜地建设小型分布式光伏发电系统，努力实现全市产业园区光伏发电应用全覆盖。鼓励产业园区管委会办公楼等建筑率先开展光伏发电应用。</span>
</p>
<p style=";margin-bottom:0;text-align:justify;text-justify: inter-ideograph">
    <span style="line-height: 150%;font-family: 宋体;background: white">　　（二）推进光伏应用进工商企业。支持年综合能耗超过</span><span style="line-height: 150%;font-family: &#39;Times New Roman&#39;, serif;background: white">1000</span><span style="line-height: 150%;font-family: 宋体;background: white">吨标准煤且具备光伏发电条件的工商企业建设分布式光伏发电项目，进行能耗减量置换。鼓励其他具备条件的企业建设分布式光伏发电项目。</span>
</p>
<p style=";margin-bottom:0;text-align:justify;text-justify: inter-ideograph">
    <span style="line-height: 150%;font-family: 宋体;background: white">　　（三）推进光伏应用进公共机构。支持医院、学校、党政机关、机场、车站、高速公路服务区、会展场馆、体育场馆等公共建筑建设分布式光伏发电系统。鼓励在城市路灯照明、城市景观以及通讯基站、交通信号灯等领域推广应用分布式光伏电源。</span>
</p>
<p style=";margin-bottom:0;text-align:justify;text-justify: inter-ideograph">
    <span style="line-height: 150%;font-family: 宋体;background: white">　　（四）推进光伏应用进城乡。结合美丽乡村建设，开展村镇级光伏集中应用、农居光伏连片开发改造，以满足现代高科技农业、生态旅游服务业等对能源的新增需求，提高分布式光伏发电在新型城镇化能源基础设施中的比重。鼓励城乡低密度民居开展光伏储能一体化应用。</span>
</p>
<p style=";margin-bottom:0;text-align:justify;text-justify: inter-ideograph">
    <span style="line-height: 150%;font-family: 宋体;background: white">　　（五）推进光伏建筑一体化。在城市规划、建筑设计和旧建筑改造中统筹考虑光伏发电应用，引导新建的单体屋顶面积达</span><span style="line-height: 150%;font-family: &#39;Times New Roman&#39;, serif;background: white">3000</span><span style="line-height: 150%;font-family: 宋体;background: white">平方米以上的非居住类民用建筑、工业建筑和大型市政设施，按照光伏建筑一体化的要求设计屋顶荷载，推进光伏系统与主体工程同步设计、同时施工、同时交付使用。鼓励使用光伏建筑一体化（</span><span style="line-height: 150%;font-family: &#39;Times New Roman&#39;, serif;background: white">BIPV</span><span style="line-height: 150%;font-family: 宋体;background: white">）系统。</span>
</p>
<p style=";margin-bottom:0;text-align:justify;text-justify: inter-ideograph">
    <span style="line-height: 150%;font-family: 宋体;background: white">　　（六）有序推进光伏地面电站综合开发。根据区域资源条件和能源结构调整需要，统筹考虑土地资源、生态保护等因素，在滩涂、废弃矿山、填埋场护坡、水面等开发利用困难的区域，有序投资建设立体开发、综合利用的光伏地面电站。</span>
</p>
<p style=";margin-bottom:0;text-align:justify;text-justify: inter-ideograph">
    　<strong><span style="font-size: 20px;line-height: 150%;font-family: 黑体;background: white">　三、提高光伏发电智能化水平</span></strong>
</p>
<p style=";margin-bottom:0;text-align:justify;text-justify: inter-ideograph">
    <span style="line-height: 150%;font-family: 宋体;background: white">　　（一）建立光伏电站云数据中心。依托大数据、云计算等互联网技术，建立光伏电站云数据中心，实施分布式电站数据接入、光伏电站数据托管，实现光伏电站智能监控、智能评估、智能运维的全生命周期管理，优化提升光伏电站运行效能。</span>
</p>
<p style=";margin-bottom:0;text-align:justify;text-justify: inter-ideograph">
    <span style="line-height: 150%;font-family: 宋体;background: white">　　（二）建设新能源微电网。开展园区级、企业级微电网试点工程建设，将以太阳能光伏为主的分布式能源、储电蓄热（冷）与互联网技术、电力控制技术相结合，建立能容纳高比例波动性电力的发输（配）储用一体化的局域电力系统，实现能源生产和使用的智能化匹配及协同运行。</span>
</p>
<p style=";margin-bottom:0;text-align:justify;text-justify: inter-ideograph">
    <span style="line-height: 150%;font-family: 宋体;background: white">　　（三）提高光伏电站的协同调度能力。电网企业要完善分布式能源微电网调度技术，建立开放式平台，做好配电网电能双向互动协调运行，确保电网安全稳定运行。</span>
</p>
<p style=";margin-bottom:0;text-align:justify;text-justify: inter-ideograph">
    <strong><span style="font-size: 20px;line-height: 150%;font-family: 黑体;background: white">　　四、加快光伏产业创新转型</span></strong>
</p>
<p style=";margin-bottom:0;text-align:justify;text-justify: inter-ideograph">
    <span style="line-height: 150%;font-family: 宋体;background: white">　　（一）支持企业技术创新。支持企业、高校和科研院所开展新型电池、逆变器、光伏材料、光伏装备、储能系统、主动配电网、智能计量、电力通信等关键技术攻关，突破技术难点和装备瓶颈，提高产业核心竞争力。</span>
</p>
<p style=";margin-bottom:0;text-align:justify;text-justify: inter-ideograph">
    <span style="line-height: 150%;font-family: 宋体;background: white">　　（二）支持产业协同创新。加速光伏技术与互联网技术融合发展，开展产业园区、综合商贸区、文教区能源互联网示范试点工作。加强光伏生产企业、电站开发商和工程服务商的协作，引导产业上下游企业实施协同开发、集成创新。</span>
</p>
<p style=";margin-bottom:0;text-align:justify;text-justify: inter-ideograph">
    <span style="line-height: 150%;font-family: 宋体;background: white">　　（三）推动产业服务创新。强化太阳能资源调查、建筑荷载和节能评估、电站效能检测等基础工作支撑，推进光伏电站规划、设计、安装施工、监理验收、运行监测和故障检修等服务标准化和规范化，提升产业专业化服务能力。</span>
</p>
<p style=";margin-bottom:0;text-align:justify;text-justify: inter-ideograph">
    <span style="line-height: 150%;font-family: 宋体;background: white">　　（四）推动商业模式创新。积极推进业主自投自建、业主回购、融资租赁等商业模式创新，以及</span><span style="line-height: 150%;font-family: &#39;Times New Roman&#39;, serif;background: white">BIPV</span><span style="line-height: 150%;font-family: 宋体;background: white">屋顶、幕墙应用等业务方式创新。鼓励光伏开发商与金融机构合作，为居民业主提供分期信贷服务。</span>
</p>
<p style=";margin-bottom:0;text-align:justify;text-justify: inter-ideograph">
    <span style="line-height: 150%;font-family: 宋体;background: white">　　（五）加强产业人才队伍建设。大力吸引高层次光伏人才来杭创业，支持其享受我市人才新政。建设产业人才培养基地，完善光伏开发利用人才培训体系，鼓励企业与高校、科研院所、行业协会合作培养产业人才。</span>
</p>
<p style=";margin-bottom:0;text-align:justify;text-justify: inter-ideograph">
    <strong><span style="font-size: 20px;line-height: 150%;font-family: 黑体;background: white">　　五、优化项目管理服务</span></strong>
</p>
<p style=";margin-bottom:0;text-align:justify;text-justify: inter-ideograph">
    <span style="line-height: 150%;font-family: 宋体;background: white">　　（一）简化项目备案验收。分布式光伏发电项目由各区、县（市）发改部门负责备案，免除提供发电业务许可等相关支持性文件。光伏地面电站项目备案和光伏发电项目竣工验收按省发改委（能源局）项目管理有关要求执行。按规定无需由政府部门组织竣工验收的项目，以通过当地电网企业并网验收为准。</span>
</p>
<p style=";margin-bottom:0;text-align:justify;text-justify: inter-ideograph">
    <span style="line-height: 150%;font-family: 宋体;background: white">　　（二）优化项目并网服务。市相关主管部门与电网企业要加强光伏发电规划、重点光伏发电项目计划与配套电网规划的衔接，确保配套电网与光伏发电项目同步建设、同步并网。电网企业要简化光伏发电项目并网审批流程，统一并网要求，提升服务效率，及时完成项目接入；要完善光伏发电运行监测体系，定期将运行监测信息报市相关主管部门。</span>
</p>
<p style=";margin-bottom:0;text-align:justify;text-justify: inter-ideograph">
    <span style="line-height: 150%;font-family: 宋体;background: white">　　（三）规范市场竞争秩序。光伏发电项目应采用通过国家检测认证的产品，鼓励优先选用列入《浙江省光伏建筑一体化产品推广目录》的产品。光伏发电项目的设计和建设要严格执行载荷校核、安装方式、抗风、防震、消防、避雷等国家、行业标准和工程规范。充分发挥光伏行业协会作用，引导企业加强自律，开展有序竞争。</span>
</p>
<p style=";margin-bottom:0;text-align:justify;text-justify: inter-ideograph">
    <strong><span style="font-size: 20px;line-height: 150%;font-family: 黑体;background: white">　　六、加大政策支持力度</span></strong>
</p>
<p style=";margin-bottom:0;text-align:justify;text-justify: inter-ideograph">
    <span style="line-height: 150%;font-family: 宋体;background: white">　　（一）继续实施财政补贴政策。</span>
</p>
<p style=";margin-bottom:0;text-align:justify;text-justify: inter-ideograph">
    　　<span style="line-height: 150%;font-family: &#39;Times New Roman&#39;, serif;background: white">1.</span><span style="line-height: 150%;font-family: 宋体;background: white">分布式光伏发电项目补贴。在杭注册的光伏企业在我市新建分布式光伏发电项目（含</span><span style="line-height: 150%;font-family: &#39;Times New Roman&#39;, serif;background: white">“</span><span style="line-height: 150%;font-family: 宋体;background: white">全额上网</span><span style="line-height: 150%;font-family: &#39;Times New Roman&#39;, serif;background: white">”</span><span style="line-height: 150%;font-family: 宋体;background: white">模式），并在</span><span style="line-height: 150%;font-family: &#39;Times New Roman&#39;, serif;background: white">2016—2018</span><span style="line-height: 150%;font-family: 宋体;background: white">年期间建成并网的，根据项目建成后的实际发电效果，在国家、省有关补贴的基础上，自并网之月起由市财政每年按其发电量给予项目投资企业</span><span style="line-height: 150%;font-family: &#39;Times New Roman&#39;, serif;background: white">0.1</span><span style="line-height: 150%;font-family: 宋体;background: white">元</span><span style="line-height: 150%;font-family: &#39;Times New Roman&#39;, serif;background: white">/</span><span style="line-height: 150%;font-family: 宋体;background: white">千瓦时的补贴，连续补贴</span><span style="line-height: 150%;font-family: &#39;Times New Roman&#39;, serif;background: white">5</span><span style="line-height: 150%;font-family: 宋体;background: white">年（满</span><span style="line-height: 150%;font-family: &#39;Times New Roman&#39;, serif;background: white">60</span><span style="line-height: 150%;font-family: 宋体;background: white">个月）。</span>

    <span style="line-height: 150%;font-family: 宋体;background: white">　　各区、县（市）和相关开发区（产业集聚区）可结合实际出台家庭光伏发电项目、光伏建筑一体化（</span><span style="line-height: 150%;font-family: &#39;Times New Roman&#39;, serif;background: white">BIPV</span><span style="line-height: 150%;font-family: 宋体;background: white">）项目的补贴政策。</span>
</p>
<p style=";margin-bottom:0;text-align:justify;text-justify: inter-ideograph">
    <span style="line-height: 150%;font-family: 宋体;background: white">　　（二）加大创新支持力度。支持符合相关要求的能源互联网示范区、微电网等产业协同创新项目列入市重大科技专项及相关市级示范试点项目，在资金扶持上给予倾斜。积极推荐光伏企业创建省级重点企业研究院，并按有关规定落实配套政策。对技术水平高、市场竞争力强的光伏骨干企业，市、区县（市）两级在创新项目财政补助方面予以重点支持。</span>
</p>
<p style=";margin-bottom:0;text-align:justify;text-justify: inter-ideograph">
    <span style="line-height: 150%;font-family: 宋体;background: white">　　（三）强化新建建筑光伏应用要求。新建建筑应用光伏发电项目要实行同步规划、同步设计、同步施工、同步验收。政府相关部门在设计审查、节能评审、施工许可、工程质量监督、竣工验收等环节要加强协调和管理。</span>
</p>
<p style=";margin-bottom:0;text-align:justify;text-justify: inter-ideograph">
    <span style="line-height: 150%;font-family: 宋体;background: white">　　（四）创新融资服务。市创投基金和产业基金对有融资需求的光伏企业予以重点扶持。引导金融机构加大对光伏应用的绿色信贷支持，鼓励提供优惠利息贷款，开展应收账款类质押贷款。鼓励金融机构、光伏产业链相关单位与光伏开发商合作搭建融资平台，支持光伏发电项目建设。</span>
</p>
<p style=";margin-bottom:0;text-align:justify;text-justify: inter-ideograph">
    <span style="line-height: 150%;font-family: 宋体;background: white">　　（五）继续给予节能政策支持。加大光伏发电在能源消费总量和能耗强度</span><span style="line-height: 150%;font-family: &#39;Times New Roman&#39;, serif;background: white">“</span><span style="line-height: 150%;font-family: 宋体;background: white">双控</span><span style="line-height: 150%;font-family: &#39;Times New Roman&#39;, serif;background: white">”</span><span style="line-height: 150%;font-family: 宋体;background: white">考核中的权重。对建设分布式光伏发电项目的企业，在执行有序用电计划时根据其发电规模予以优先支持，在核算电价时其自发自用发电量不计入阶梯电价适用范围。分布式光伏发电量计入当地政府和用户节能量，不纳入能源消费总量考核，可抵扣企业新上项目用能指标，并可作为用能指标进行交易。</span>
</p>
<p style=";margin-bottom:0;text-align:justify;text-justify: inter-ideograph">
    <strong><span style="font-size: 20px;line-height: 150%;font-family: 黑体;background: white">　　七、强化保障措施</span></strong>
</p>
<p style=";margin-bottom:0;text-align:justify;text-justify: inter-ideograph">
    <span style="line-height: 150%;font-family: 宋体;background: white">　　（一）加强统筹协调。在杭州市新能源产业发展领导小组框架内，成立由市政府分管领导任组长的太阳能光伏发电推广应用工作小组，市经信委、农办、发改委、建委、财政局、规划局、国土资源局、林水局、质监局、金融办等部门和国网杭州供电公司负责人为成员，负责统筹协调全市光伏发电推广应用工作，促进光伏产业健康发展。</span>
</p>
<p style=";margin-bottom:0;text-align:justify;text-justify: inter-ideograph">
    <span style="line-height: 150%;font-family: 宋体;background: white">　　（二）明确责任分工。</span>
</p>
<p style=";margin-bottom:0;text-align:justify;text-justify: inter-ideograph">
    <span style="line-height: 150%;font-family: 宋体;background: white">　　市经信委负责做好太阳能光伏推广应用的指导、服务以及光伏企业生产经营的服务工作，加强与供电部门协调沟通。</span>
</p>
<p style=";margin-bottom:0;text-align:justify;text-justify: inter-ideograph">
    <span style="line-height: 150%;font-family: 宋体;background: white">　　市农办负责推进光伏扶贫、新农村建设中的各类光伏应用。</span>
</p>
<p style=";margin-bottom:0;text-align:justify;text-justify: inter-ideograph">
    <span style="line-height: 150%;font-family: 宋体;background: white">　　市发改委负责全市太阳能光伏发电利用规划编制、太阳能光伏发电项目计划管理工作，指导做好项目备案、验收工作。</span>
</p>
<p style=";margin-bottom:0;text-align:justify;text-justify: inter-ideograph">
    <span style="line-height: 150%;font-family: 宋体;background: white">　　市建委负责新建民用建筑和农居的光伏推广应用，并从建筑能评、建筑光伏应用设计施工验收等方面推动落实。</span>
</p>

    <span style="line-height: 150%;font-family: 宋体;background: white">　　市财政局负责光伏推广应用财政补贴政策的兑现。</span>
</p>
