    <span style="font-size:16px;line-height:150%;font-family: 宋体">为高效利用国家安排我区年度光伏电站新增规模指标，促进我区光伏电站项目健康发展，根据国家能源局银丰的《光伏电站项目管理暂行办法》、《国家能源局关于进一步加强光伏电站建设与运行管理的通知》（国能新能【</span><span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">2014</span><span style="font-size:16px;line-height:150%;font-family:宋体">】</span><span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">445</span><span style="font-size:16px;line-height:150%;font-family:宋体">号）以及《国家能源局关于规范光伏电站投资开发秩序的通知》（国能新能【</span><span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">2014</span><span style="font-size:16px;line-height:150%;font-family:宋体">】</span><span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">477</span><span style="font-size:16px;line-height:150%;font-family:宋体">号）等有关文件精神，结合我区光伏电站项目建设实际，现就进一步完善我区光伏电站项目建设管理有关工作通知如下：</span>

<p style="text-indent:37px;line-height:150%">
    <span style="font-size:19px;line-height:150%;font-family: 黑体">一、建立光伏电站项目储备库</span>
</p>
<p style="text-indent:32px;line-height:150%">
    <span style="font-size:16px;line-height:150%;font-family: 宋体">自治区能源局负责建立光伏电站项目储备库，储备项目规模由自治区能源局根据国家下达我区新增规模指标，我区光伏项目建设发展实际等因素综合考虑确定，原则上不超过上年国家下达我区新增规模的</span><span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">3</span><span style="font-size:16px;line-height:150%;font-family:宋体">倍。储备库储备项目规模有余量时，项目单位可申请列入储备库。申请进入储备库的项目应基本具备电网送出消纳条件，落实用地协议，场址不占用基本农田，符合林业部门对光伏电站项目的有关要求，制定合理土地综合利用方案，经市级发展改革委初审后报自治区能源局，自治区能源局审核通过后纳入自治区光伏电站项目储备库。申请进入储备库的项目应合理确定装机规模，原则上不超过</span><span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">60MW</span><span style="font-size:16px;line-height:150%;font-family:宋体">，如确实规模较大的，应分期申请。同一项目单位申请纳入储备库的项目原则上不超过</span><span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">3</span><span style="font-size:16px;line-height:150%;font-family:宋体">个。纳入项目储备库的项目在进一步完善前期工作，编制项目备案申请报告后申请备案。请各市发展改革委组织做好本地</span><span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">2016</span><span style="font-size:16px;line-height:150%;font-family:宋体">年储备项目申报有关工作。</span>
</p>
<p style="text-indent:37px;line-height:150%">
    <span style="font-size:19px;line-height:150%;font-family: 黑体">二、完善光伏电站年度实施方案管理&nbsp; </span>
</p>
<p style="text-indent:32px;line-height:150%">
    <span style="font-size:16px;line-height:150%;font-family: 宋体">国家能源局下达我区光伏电站年度新增建设规模后，自治区能源局组织项目评优，通过竞争方式从项目储备库中选择条件成熟、项目建设进度快的项目形成我区光伏电站建设年度实施初步方案，未列入储备库的项目原则上不能参加评优。纳入方案的项目要制定项目建设进度计划，项目单位按照进度计划加快实施，自治区能源局按照进度计划确定的时间节点进行考核。项目纳入实施方案两年仍未投产的，原则上暂不安排项目单位其他项目纳入实施方案。</span>

    <span style="font-size:19px;line-height:150%;font-family: 黑体">三、项目储备库和年度实施方案实行动态管理</span>
</p>
<p style="text-indent:32px;line-height:150%">
    <span style="font-size:16px;line-height:150%;font-family: 宋体">项目纳入储备库之日起</span><span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">3</span><span style="font-size:16px;line-height:150%;font-family:宋体">个月内没有上报申请备案的，自动调出储备库，并不得申请纳入当年储备库。本年度储备库的项目未能进入实施方案内的，自动转入下一年度项目储备库。项目备案文件到期失效的，项目自动退出储备项目库。</span>

<p style="text-indent:32px;line-height:150%">
    <span style="font-size:16px;line-height:150%;font-family: 宋体">项目列入实施方案之日起</span><span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">6</span><span style="font-size:16px;line-height:150%;font-family:宋体">个月内未能开工的，自动调出实施方案。实施方案内的项目未能按照制定的进度计划建设的，自治区能源局根据考核情况对实施方案进行调整，严重滞后的调出建设方案。调出建设方案的项目由自治区能源局按照当年公布的评优方案从储备库中优选项目替补。</span>

    <span style="font-size:19px;line-height:150%;font-family: 黑体">四、加强项目信息公开和监督管理</span>
</p>
<p style="text-indent:32px;line-height:150%">
    <span style="font-size:16px;line-height:150%;font-family: 宋体">自治区能源局及时将储备库和实施方案调整情况在自治区发展改革委门户网站上公布。列入储备库和实施方案的项目每月</span><span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">10</span><span style="font-size:16px;line-height:150%;font-family:宋体">日前将进展情况报自治区能源局和项目所在的市发展改革委，已开工项目要附项目现场照片，自治区能源局汇总后在网上发布，接受社会对项目的监督。自治区能源局按照各项目上报情况进行不定期抽查，如发现虚报建设进度的，将给据情况严肃处理。</span>

    <span style="font-size:16px;line-height:150%;font-family: 宋体">获得备案的光伏电站项目不得倒卖备案文件，未经备案机构同意，项目在投产之前不得擅自变更投资主体（包括股东、股权比例）和建设内容。凡不以自己为主投资开发为目的，非法转让项目牟利的，今后不得作为投资主体参与我区光伏项目建设。</span><span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">&nbsp;&nbsp;&nbsp;&nbsp; </span>
