    <span style="font-size:16px;line-height:150%;font-family: 宋体">光伏发电产业是国家鼓励发展的朝阳产业和节能环保产业，对改善能源结构、破解资源环境压力、加快循环经济和生态经济发展具有重要的作用。根据中、省、市文件精神和我县实际，特制定如下实施方案。</span>

    <strong><span style="line-height: 150%; font-family: 宋体; font-size: 20px;">一、主要目标</span></strong>
</p>

    <span style="font-size:16px;line-height:150%;font-family: 宋体">以国家和我省出台的一系列推进光伏发电和照明应用政策为契机，坚持低碳理念，大力推动我县光伏发电、太阳能照明应用，形成规模优势和企业竞争力优势。至</span><span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">2018</span><span style="font-size:16px;line-height:150%;font-family:宋体">年，力争在全县建成光伏发电装机容量</span><span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">180</span><span style="font-size:16px;line-height:150%;font-family:宋体">兆瓦，其中：</span><span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">2016</span><span style="font-size:16px;line-height:150%;font-family:宋体">年建成光伏发电装机容量</span><span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">60</span><span style="font-size:16px;line-height:150%;font-family:宋体">兆瓦。</span>

</p>

    <span style="font-size:16px;line-height:150%;font-family: 宋体">（一）完善项目数据库</span>
</p>
<p style="text-indent:32px;line-height:150%">
    <span style="font-size:16px;line-height:150%;font-family: 宋体">进一步排摸工矿企业、公共建筑等领域可利用光伏发电屋顶资源，建立健全全县统一的数据库，为分布式光伏电站项目建设创造条件。各镇（街道）要建立分布式光伏发电项目数据库，探索与光伏发电应用企业、屋顶资源企业签订三方合作协议，做到统一规划、统一收储、统一标准、统一管理。同时加强项目建设进程监管、分布式光伏电站实时运行情况分析运用，为政策扶持、环境效益统计等后续工作提供数据支持。要求光伏发电应用建设在备案的同时出具承诺书，承诺在保障质量的前提下，确保项目备案后一个月内开工建设，并在</span><span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">6</span><span style="font-size:16px;line-height:150%;font-family:宋体">个月内完成建设达到并网验收条件；不能兑现承诺的，取消相应的优惠政策享受，同时不再享受我县的分布式光伏发电应用项目建设。</span>

</p>

    <span style="font-size:16px;line-height:150%;font-family: 宋体">各镇（街道）和有关单位要对照前期屋顶资源调查和实施方案的应用目标，组织落实</span><span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">2016</span><span style="font-size:16px;line-height:150%;font-family:宋体">年光伏发电项目建设计划。着力推进学校、医院、行政事业单位等公共设施</span><span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">“</span><span style="font-size:16px;line-height:150%;font-family:宋体">屋顶换能</span><span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">”</span><span style="font-size:16px;line-height:150%;font-family:宋体">工程，县教育局主要负责全县中小学校、县卫生计生局主要负责全县各医院、县机关事务管理局主要负责全县行政事业单位，力争在</span><span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">2017</span><span style="font-size:16px;line-height:150%;font-family:宋体">年底前全部建成并网发电。年综合能耗超过</span><span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">1000</span><span style="font-size:16px;line-height:150%;font-family:宋体">吨标准煤的现有企业（项目），具备建设屋顶光伏发电条件的，要建设分布式光伏电站；稳步推进户用分布式光伏发电项目建设试点。相关部门要积极创新办法支持</span><span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">“</span><span style="font-size:16px;line-height:150%;font-family:宋体">农光互补</span><span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">”</span><span style="font-size:16px;line-height:150%;font-family:宋体">光伏电站项目建设。</span>

</p>
<p style="text-indent:32px;line-height:150%">
    <span style="font-size:16px;line-height:150%;font-family: 宋体">鼓励新建屋顶面积达到</span><span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">3000</span><span style="font-size:16px;line-height:150%;font-family:宋体">平方米以上的工商业和公共建筑，按照光伏建筑一体化要求进行设计和建设。一是从源头上抓好光伏建筑设计的监管，将光伏发电应用纳入建筑节能设计审查内容；二是要在验收环节全面核查光伏建筑应用落实情况，实现光伏应用由已有建筑向新建建筑延伸、由项目示范向全面推广扩展；三是对符合要求需建设光伏发电系统的新建项目，光伏发电系统应与建筑主体工程同步设计、同步施工、同步验收，对未按要求建设光伏发电应用的项目将不予项目竣工验收。建设、设计、民用建筑节能评估单位应遵循科学、合理、节能原则，推广应用光伏发电。</span>

</p>
<p style="text-indent:32px;line-height:150%">
    <span style="font-size:16px;line-height:150%;font-family: 宋体">加强项目招商与对接，吸引更多社会资本投资光伏发电应用领域。鼓励采用合同能源管理、自投自用、合资参股等方式实施光伏发电项目。探索引进政策性银行与地方政府合作，建立光伏发电项目融资服务平台，与光伏发电建设企业、镇（街道）建立合作关系。鼓励金融机构结合光伏发电特点和融资需求，积极探索以项目售电收费权和项目资产为质押的贷款机制，拓展融资渠道。</span>

</p>
<p style="text-indent:32px;line-height:150%">
    <span style="font-size:16px;line-height:150%;font-family: 宋体">一是完善光伏运维服务中心建设。以光伏发电管理系统软件及智能终端等装备为支撑，创新运维外包服务、用电计量及用电设施安全保障服务、第三方监管服务等，加强光伏发电项目电源监控和运维管理，实现电源统一调控和运营。二是探索建立碳交易中心。以现有分布式光伏发电项目为支撑，探索成立碳交易中心，进一步提高建设分布式光伏发电项目的收益率。积极支持光伏发电项目业主根据《温室气体自愿减排交易管理暂行办法》参与国内自愿碳减排交易。</span>

    <span style="font-size:16px;line-height:150%;font-family: 宋体">以国家分布式光伏示范区为重点，编制完善分布式光伏示范区工作实施方案。围绕</span><span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">“</span><span style="font-size:16px;line-height:150%;font-family:宋体">能源结构有优化，发展可循环经济</span><span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">”</span><span style="font-size:16px;line-height:150%;font-family:宋体">目标，坚持创新引领和生态优先，坚持市场主导和政府推动，积极开发利用太阳能、天然气、生物质能等清洁能源，并通过扩大分布式光伏发电应用、推行节能建筑、实施集中供气供热改造等办法，将新能源融入生态经济建设，促进产业升级，建设循环经济。</span><span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">2016</span><span style="font-size:16px;line-height:150%;font-family:宋体">年，力争建成光伏发电装机容量</span><span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">40</span><span style="font-size:16px;line-height:150%;font-family:宋体">兆瓦。</span>

    <span style="font-size:16px;line-height:150%;font-family: 宋体">一是鼓励优先使用本县光伏企业生产的光伏发电集成系统、光伏终端产品、光伏发电系统平衡部件等产品；二是抓好重点光伏企业研究院和光伏企业技术研发中心建设，着力于产业链短板抓攻关，重点提升高效光伏组件、装备软件和智能光伏装备、分布式光伏系统工程、云服务的发展水平；三是鼓励企业</span><span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">“</span><span style="font-size:16px;line-height:150%;font-family:宋体">走出去</span><span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">”</span><span style="font-size:16px;line-height:150%;font-family:宋体">拓展光伏应用产品，做强光伏产业链；四是全力推进光伏产业链招商，加快培育发展光伏装备制造业。</span>

</p>

    <span style="font-size:16px;line-height:150%;font-family: 宋体">成立县光伏发电项目推进协调小组，由县政府领导任组长，县政府办、县发改局、县财政局、县科技局、县国土资源局、县住建局（人防办）、县农经局（农办）、县环保局、县教育局和国网浙江海盐县供电公司等单位为成员单位，负责研究确定全县光伏发电项目建设的重大战略问题和主要任务，协调解决推进过程中遇到的有关问题，加强组织协调和督查指导。协调小组办公室设在县经信局，具体负责协调小组的日常工作。</span>

</p>

</p>
<p style="text-indent:32px;line-height:150%">
    <span style="font-size:16px;line-height:150%;font-family: 宋体">县有关部门要各司其职，加强协调配合，全力做好分布式光伏发电项目服务工作。各镇（街道）要严格按照目标任务要求，明确责任，抓好落实，确保项目顺利实施。</span>
</p>
<p style="text-indent:32px;line-height:150%">
    <span style="font-size:16px;line-height:150%;font-family: 宋体">（四）强化考核督促</span>
</p>
<p style="text-indent:32px;line-height:150%">
    <span style="font-size:16px;line-height:150%;font-family: 宋体">县政府对光伏发电项目作为重点政策补助对象加以支持。对利用屋顶建设光伏发电系统的企业，所发电量可以在其年度用能指标中予以抵扣；依据企业年度能源</span><span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">“</span><span style="font-size:16px;line-height:150%;font-family:宋体">双控</span><span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">”</span><span style="font-size:16px;line-height:150%;font-family:宋体">目标，优先审批因转型升级所需的电力增容需求。光伏上网电量不纳入全县有序用电负荷分配指标，可作为实施企业的机动负荷。实施企业的发电量可折算当年度企业节能指标，可抵扣企业新上项目用能指标。鼓励各镇（街道）推进光伏发电项目建设，按年度目标任务完成率，根据实际年度目标完成率采取比例折算法计分，在当年度的责任目标考核中最高加</span><span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">5</span><span style="font-size:16px;line-height:150%;font-family:宋体">分。</span>
