    <span style="font-size:16px;line-height:150%;font-family:宋体">各省、自治区、直辖市、计划单列市财政厅（局）、住房和城乡建设厅（委、局），新疆生产建设兵团财务局、建设局：</span>
</p>
<p style="text-indent:32px;line-height:150%">
    <span style="font-size:16px;line-height:150%;font-family: 宋体">根据财政部、科技部、住房城乡建设部、国家能源局印发的《关于加强金太阳示范工程和太阳能光电建筑应用示范工程建设管理的通知》（财建</span><span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">[2010]662</span><span style="font-size:16px;line-height:150%;font-family:宋体">号）要求，现将光电建筑一体化项目申报及组织实施相关事项通知如下：</span>
</p>
<p style="text-indent:37px;line-height:150%">
    <span style="font-size:19px;line-height:150%;font-family: 黑体">一、关于示范项目的要求</span>
</p>
<p style="text-indent:32px;line-height:150%">
    <span style="font-size:16px;line-height:150%;font-family: 宋体">（一）与建筑一体化要求。示范项目应以一体化程度较高的建材型光伏构件、普通型光伏构件应用为主，建材型光伏构件指将太阳能电池与瓦、砖、建材、玻璃等建筑材料复合在一起成为不可分割的建筑构件或建筑材料，如光伏瓦、光伏砖、光伏屋面材料、光伏玻璃幕墙等；普通型光伏构件指与建筑构件组合在一起或直接作为建筑构件的光伏组件。新建建筑光伏系统应与建筑工程同步设计、同步施工，达到光伏系统与建筑的良好结合。建筑本体应达到国家或地方建筑节能标准。</span>
</p>
<p style="text-indent:32px;line-height:150%">
    <span style="font-size:16px;line-height:150%;font-family: 宋体">（二）并网技术要求。示范项目应优先考虑采用用户侧并网方式，实现自发自用。具备条件地区应加快推广微电网共网技术示范，完善相关技术标准和管理制度，提高光伏发电对现有电网条件的适应能力。</span>
</p>
<p style="text-indent:32px;line-height:150%">
    <span style="font-size:16px;line-height:150%;font-family: 宋体">（三）关键设备质量要求。示范项目应采用性能先进的产品，其中：晶体硅光伏组件、并网逆变器以及储能铅酸蓄电池等关键设备应从国家统一招标的入围企业中采购，性能不得低于国家统一招标规定的要求；非晶硅组件可由项目业主自行采购，组件转换效率不得低于</span><span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">6%</span><span style="font-size:16px;line-height:150%;font-family:宋体">，输出功率衰减率</span><span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">2</span><span style="font-size:16px;line-height:150%;font-family:宋体">年内不高于</span><span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">4%</span><span style="font-size:16px;line-height:150%;font-family:宋体">、</span><span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">10</span><span style="font-size:16px;line-height:150%;font-family:宋体">年内不高于</span><span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">10%</span><span style="font-size:16px;line-height:150%;font-family:宋体">、</span><span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">25</span><span style="font-size:16px;line-height:150%;font-family:宋体">年内不高于</span><span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">20%</span><span style="font-size:16px;line-height:150%;font-family:宋体">；用于采光顶、幕墙等部位的光伏玻璃材料应符合《建筑安全玻璃管理规定》（发改运行</span><span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">[2003]2116</span><span style="font-size:16px;line-height:150%;font-family:宋体">号）要求。</span>
</p>
<p style="text-indent:32px;line-height:150%">
    <span style="font-size:16px;line-height:150%;font-family: 宋体">（四）项目建设周期要求。新建建筑太阳能光电建筑应用示范项目建设周期应不超过</span><span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">2</span><span style="font-size:16px;line-height:150%;font-family:宋体">年；既有建筑太阳能光电建筑应用示范项目建设周期应不超过</span><span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">1</span><span style="font-size:16px;line-height:150%;font-family:宋体">年。</span>
</p>
<p style="text-indent:37px;line-height:150%">
    <span style="font-size:19px;line-height:150%;font-family: 黑体">二、关于补贴资金审核及拨付</span>
</p>
<p style="text-indent:32px;line-height:150%">
    <span style="font-size:16px;line-height:150%;font-family: 宋体">（一）中央财政对示范项目建设所用关键设备和工程安装等其它费用分别给予补贴。</span>
</p>
<p style="text-indent:32px;line-height:150%">
    <span style="font-size:16px;line-height:150%;font-family: 宋体">（二）对示范项目采用的晶体硅组件、并网逆变器以及储能铅酸蓄电池等关键设备，<span style="color:red">本次按中标协议供货价格的</span></span><span style="font-size: 16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;;color:red">50%</span><span style="font-size:16px;line-height:150%;font-family:宋体;color:red">给予补贴，并按照财建</span><span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;;color:red">[2010]662</span><span style="font-size:16px;line-height:150%;font-family:宋体;color:red">号文件规定的程序，将补贴资金拨付至设备供货企业。</span>
</p>
<p style="text-indent:32px;line-height:150%">
    <span style="font-size:16px;line-height:150%;font-family: 宋体">（三）<span style="color:red">对示范项目采用的非招标产品（非晶硅组件），补贴标准按晶体硅组件最低中标协议供货价格的一定比例确定，本次补贴比例暂定为</span></span><span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;;color:red">50%</span><span style="font-size:16px;line-height:150%;font-family: 宋体;color:red">，</span><span style="font-size:16px;line-height:150%;font-family:宋体">并依据施工图专项审查报告（或专项论证结论）和供货协议书确定的产品供应量核定补助额度，将补贴资金拨付至项目业主单位。</span>
</p>
<p style="text-indent:32px;line-height:150%">
    <span style="font-size:16px;line-height:150%;font-family: 宋体;color:red">（四）示范项目建设的工程安装等其它费用采取定额补贴，本次补贴标准暂定为</span><span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;;color:red">6</span><span style="font-size:16px;line-height:150%;font-family: 宋体;color:red">元</span><span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;;color:red">/</span><span style="font-size:16px;line-height:150%;font-family: 宋体;color:red">瓦，补贴资金拨付至项目业主单位。</span>
</p>
<p style="text-indent:37px;line-height:150%">
    <span style="font-size:19px;line-height:150%;font-family: 黑体">三、关于示范项目资金申请</span>
</p>
<p style="text-indent:32px;line-height:150%">
    <span style="font-size:16px;line-height:150%;font-family: 宋体">（一）申请光电建筑一体化示范的项目业主单位应按要求编制太阳能光电建筑应用示范项目实施方案（编制大纲见附件</span><span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">1</span><span style="font-size:16px;line-height:150%;font-family:宋体">），并统一申请关键设备补贴资金和工程安装等其他费用补贴。</span>
</p>
<p style="text-indent:32px;line-height:150%">
    <span style="font-size:16px;line-height:150%;font-family: 宋体">（二）省级财政和住房城乡建设主管部门负责对本行政区域内示范项目申报的组织论证及筛选，重点对项目的光伏产品建筑一体化程度、项目建设周期、光伏发电使用及并网情况等进行审查，并择优上报。</span>
</p>
<p style="text-indent:32px;line-height:150%">

    <span style="font-size:16px;line-height:150%;font-family: 宋体">（四）本次太阳能光电建筑应用项目示范申报的截止日期为</span><span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">2011</span><span style="font-size:16px;line-height:150%;font-family:宋体">年</span><span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">3</span><span style="font-size:16px;line-height:150%;font-family:宋体">月</span><span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">10</span><span style="font-size:16px;line-height:150%;font-family:宋体">日。各省申报总装机容量原则上应不超过</span><span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">10MW</span><span style="font-size:16px;line-height:150%;font-family:宋体">。</span>

</p>

    <span style="font-size:16px;line-height:150%;font-family: 宋体">（六）申报单位登陆</span><span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">“</span><span style="font-size:16px;line-height:150%;font-family:宋体">住房和城乡建设部、财政部可再生能源建筑应用示范项目信息管理系统</span><span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">”</span><span style="font-size:16px;line-height:150%;font-family:宋体">（</span><span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">http://www.chinaeeb.gov.cn</span><span style="font-size:16px;line-height:150%;font-family:宋体">），凭账号、密码登陆系统进行申报。网上申报应与纸质申报材料一致，对未在规定时间内完成申报的项目，不予受理。</span>

    <span style="font-size:19px;line-height:150%;font-family: 黑体">四、关于项目监督管理</span>
</p>
<p style="text-indent:32px;line-height:150%">
    <span style="font-size:16px;line-height:150%;font-family: 宋体">（一）地方财政、住房城乡建设主管部门应加强对已实施太阳能光电建筑应用示范项目的监管，狠抓项目实施进度，并于每年的</span><span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">5</span><span style="font-size:16px;line-height:150%;font-family:宋体">月</span><span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">15</span><span style="font-size:16px;line-height:150%;font-family:宋体">日、</span><span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">11</span><span style="font-size:16px;line-height:150%;font-family:宋体">月</span><span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">15</span><span style="font-size:16px;line-height:150%;font-family:宋体">日将项目实施进展、资金拨付情况和项目变更情况等，按时报送财政部、住房城乡建设部。</span>

<p style="text-indent:32px;line-height:150%">
    <span style="font-size:16px;line-height:150%;font-family: 宋体">（二）地方住房城乡建设主管部门应将光电建筑应用设计列入施工图设计专项审查内容，保证设计环节按照申报内容执行。同时应根据示范工程的进度，定期组织对示范项目实施情况的检查，重点对光伏系统的安装进行监督，对示范项目实施过程中出现的问题要及时提出处理意见，并监督相关责任单位落实。</span>
</p>
<p style="text-indent:32px;line-height:150%">
    <span style="font-size:16px;line-height:150%;font-family: 宋体">（三）示范项目应建立光电数据监测与远传系统，实现对环境数据、发电量、功率、减排量等数据的实时监测，并将采集数据或状态信息传递给中央数据中心。项目竣工验收后，住房城乡建设部、财政部将依据数据中心实时监测的信息对示范项目验收情况进行复核。</span>
</p>
<p style="text-indent:32px;line-height:150%">
    <span style="font-size:16px;line-height:150%;font-family: 宋体">（四）省级住房城乡建设部门应积极研究制定本地太阳能光电技术在建筑领域应用的设计、施工、验收标准、规程及工法、图集。各地应积极引导和支持太阳能光电建筑应用技术的集成、开发和应用示范，优先支持一体化水平较高、技术适用性较强、示范作用显著的太阳能光伏建筑构件产品的研究开发。</span>
</p>
<p style="text-indent:32px;line-height:150%">
    <span style="font-size:16px;line-height:150%;font-family: 宋体">（五）省级住房城乡建设、财政部门应鼓励和扶持具备条件的区域和项目开展微电网技术建设试点工作。同时结合示范项目实施情况，及时经验总结和推广，放大政策效应。</span>
