    各省、自治区、直辖市、计划单列市财政厅（局）、科技厅（委、局）、发展改革委（能源局），新疆生产建设兵团财务局、科技局、发展改革委：<span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;"><br/> </span>　　为进一步扩大国内光伏发电应用规模，促进战略性新兴产业发展，中央财政将继续安排资金支持实施金太阳示范工程。根据市场形势和产业发展状况，现将<span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">2011</span>年金太阳示范工作有关事项通知如下：<span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;"><br/> </span>　　<strong><span style="font-family: 宋体">一、支持范围</span></strong><span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;"><br/> </span>　　（一）在可利用建筑面积充裕、电网接入条件较好、电力负荷较大的经济技术开发区、高新技术开发区、工业园区、产业园区集中连片建设的用户侧光伏发电项目，装机容量原则上不低于<span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">10MW</span>。<span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;"><br/> </span>　　（二）利用工矿、商业企业以及公益性事业单位既有建筑等条件建设的用户侧光伏发电项目，装机容量不低于<span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">300kW</span>。<span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;"><br/> </span>　　（三）利用智能电网和微电网技术建设的用户侧光伏发电项目。<span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;"><br/> </span>　　（四）在偏远无电地区建设的独立光伏发电项目。<span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;"><br/> </span>　　<strong><span style="font-family: 宋体">二、支持条件</span></strong><span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;"><br/> </span>　　（一）项目实施单位必须是自建自用的电力用户、专业化的能源服务公司、配电网（微电网）投资经营主体之一，且项目资本金不低于总投资的<span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">30%</span>。其中，项目实施单位与项目所在建筑业主为不同主体的，必须以合同能源管理方式签订长期协议。独立光伏发电项目业主单位，必须具有保障项目长期运行的能力。<span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;"><br/> </span>　　（二）申请集中连片示范项目的经济技术开发区、高新技术开发区、工业园区、产业园区，必须由园区管委会结合区域内各项基础条件进行统筹规划，成立专门的管理机构，指定专人协调项目建设、电网接入、运行管理等方面的工作，并制定相应配套支持政策。<span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;"><br/> </span>　　（三）示范项目必须经济效益较好，设计方案合理，项目规模、安装方式与建筑、电网条件基本匹配，并且建筑屋顶易于改造，改造投资较低，对与新建厂房整体规划建设的项目优先支持。<span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;"><br/> </span>　　（四）项目并网设计符合规范，发电量原则上自发自用。<span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;"><br/> </span>　　（五）项目采用的关键设备（包括光伏组件、逆变器、蓄电池）由实施单位自主采购，性能要求见附件<span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">1</span>。<span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;"><br/> </span>　　（六）独立光伏发电项目要以县（及以上）为单位整体实施。<span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;"><br/> </span>　　（七）已获得相关政策支持的项目不得重复申报。<span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;"><br/> </span>　　<strong><span style="font-family: 宋体">三、补助标准</span></strong><span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;"><br/> </span>　　（一）采用晶体硅组件的示范项目补助标准为<span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">9</span>元<span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">/</span>瓦，采用非晶硅薄膜组件的为<span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">8</span>元<span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">/</span>瓦。<span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;"><br/> </span>　　（二）独立光伏发电项目的补助标准另行确定。<span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;"><br/> </span>　　<strong><span style="font-family: 宋体">四、项目申报和资金下达程序</span></strong><span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;"><br/> </span>　　（一）项目实施单位按《财政部 科技部 住房城乡建设部 国家能源局关于加强金太阳示范工程和太阳能光电建筑应用示范工程建设管理的通知》（财建〔<span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">2010</span>〕<span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">662</span>号）有关要求编制项目实施方案，按属地原则上报省级财政、科技、能源主管部门。<span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;"><br/> </span>　　（二）省级财政、科技、能源主管部门对项目申请材料进行严格审核，将符合条件的项目按类别汇总（格式见附件<span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">2</span>）后，联合上报财政部、科技部、国家能源局。<span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;"><br/> </span>　　（三）财政部、科技部、国家能源局组织对项目进行评审，公布示范项目目录。<span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;"><br/> </span>　　（四）列入目录的集中连片示范项目和<span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">2</span>兆瓦及以上的用户侧光伏发电项目，完成审核备案等前期工作后，提交补助资金申请报告。财政部核定补助金额，按<span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">70%</span>下达预算，并于<span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">2012</span>年<span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">6</span>月<span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">30</span>日前进行清算；对未按规定期限完工、清算的项目，原则上将收回奖励资金，并不再予以安排。<span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;"><br/> </span>　　对<span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">2</span>兆瓦以下的用户侧光伏发电项目，不再采取预拨方式，由项目单位在<span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">2012</span>年<span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">6</span>月<span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">30</span>日前完成竣工验收后，财政部一次核定并下达补助资金。<span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;"><br/> </span>　　<strong><span style="font-family: 宋体">五、加快</span>2009</strong><strong><span style="font-family:宋体">年和</span>2010</strong><strong><span style="font-family:宋体">年示范项目执行的要求</span></strong><span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;"><br/> </span>　　（一）已纳入示范目录，但尚未安排资金的项目，财政部按本通知规定拨付资金；无法实施的要申请取消。已完工项目要按照《金太阳示范项目管理暂行办法》（国能新能〔<span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">2011</span>〕<span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">109</span>号）的有关要求，及时进行竣工验收，并提出资金清算申请。<span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;"><br/> </span>　　（二）已安排资金但尚未完工的项目，必须详细填报进度计划（格式见附件<span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">3</span>），报财政部、科技部、国家能源局备案。其中，《财政部关于下达<span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">2009</span>年金太阳示范工程财政补助资金预算指标的通知》（财建〔<span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">2009</span>〕<span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">984</span>号）和《财政部关于下达<span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">2010</span>年金太阳示范工程财政补助资金预算指标的通知》（财建〔<span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">2010</span>〕<span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">590</span>）中下达资金的项目必须在<span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">2011</span>年<span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">9</span>月<span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">30</span>日前完成竣工验收，并提出资金清算申请。《财政部关于下达<span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">2010</span>年金太阳示范工程财政补助资金预算指标的通知》（财建〔<span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">2010</span>〕<span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">965</span>号）中下达资金的项目必须在<span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">2011</span>年<span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">12</span>月<span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">31</span>日完成竣工验收，并提出资金清算申请。对未按规定期限完工项目，一律收回补助资金；对由于客观原因确实难以按期完工的项目，要明确完工时间，但也不得晚于<span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">2012</span>年<span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">6</span>月<span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">30</span>日，同时补贴标准按<span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">2011</span>年标准执行。<span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;"><br/> </span>　　（三）对示范项目建设进展较慢的地区和企业，原则上不再安排新项目。<span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;"><br/> </span>　　各地财政、科技、能源等主管部门要依据本通知及有关文件规定，抓紧组织编制<span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">2011</span>年示范项目申报材料、<span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">2009</span>年和<span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">2010</span>年度尚未安排资金项目的资金申请报告、已完工项目资金清算申请报告以及未完工项目的进度计划，于<span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">2011</span>年<span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">7</span>月<span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">5</span>日前报财政部、科技部和国家能源局，一式三份，逾期不予受理。<span style="font-family:&#39;Times New
