    <span style="font-size:19px;line-height:150%;font-family: 黑体">一、积极推广光伏发电应用</span>
</p>
<p style="text-indent:32px;line-height:150%">
    <span style="font-size:16px;line-height:150%;font-family: 宋体">（一）创新光伏发电综合利用模式。充分发挥我省电网接入和市场消纳优势，利用荒山荒地、滩涂、水面等未利用地及采矿废弃地，探索更加灵活的土地供应方式，积极稳妥推进各类综合利用光伏电站建设。在不占用基本农田、不砍伐林木、不改变农用地用途、不影响防洪安全的前提下，大力探索生态建设与清洁能源协同发展的新模式。</span>
</p>
<p style="text-indent:32px;line-height:150%">
    <span style="font-size:16px;line-height:150%;font-family: 宋体">（二）加快发展分布式光伏发电。依据相关政策和技术标准，鼓励在新建建筑屋顶装设光伏发电系统。由政府投资建设的新建建筑，原则上屋顶应具备承载光伏发电系统能力。符合条件的屋顶光伏发电项目，一律按分布式光伏发电项目简化电网接入手续，不断拓展分布式光伏发电在工业园区、工商企业、城镇化和新农村建设中的应用。继续推进分布式光伏发电示范区建设，鼓励开展新能源智能微电网试点项目建设。</span>

    <span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">(</span><span style="font-size:16px;line-height:150%;font-family:宋体">三</span><span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">)</span><span style="font-size:16px;line-height:150%;font-family:宋体">推进住宅光伏发电系统建设。引导企业或个人投资住宅屋顶光伏发电系统建设，并简化相关手续，优先享受国家和省级相关补贴。</span>

    <span style="font-size:19px;line-height:150%;font-family: 黑体">二、不断完善光伏应用服务体系</span>
</p>
<p style="text-indent:32px;line-height:150%">
    <span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">(</span><span style="font-size:16px;line-height:150%;font-family:宋体">一）培育壮大光伏相关服务业。鼓励各类供应商、服务商依托度电补贴政策开展光伏相关业务，积极发展电站咨询、设计和工程承包等新兴服务业。鼓励重点企业发挥技术优势，建设光伏电站运营信息平台，提供社会化运行维护服务。</span>
</p>

    <span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">(</span><span style="font-size:16px;line-height:150%;font-family:宋体">二</span><span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">) </span><span style="font-size:16px;line-height:150%;font-family:宋体">做好光伏发电并网服务。各级电网企业要按国家和省有关政策规定，积极开展项目接入系统服务工作，加快接入电网工程建设，确保电量计量准确，及时足额发放度电补贴。</span>
</p>
<p style="text-indent:32px;line-height:150%">
    <span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">(</span><span style="font-size:16px;line-height:150%;font-family:宋体">三）推进标准化和检测认证体系建设。积极引导和鼓励企业搭建光伏发电检测和认证服务平台，参与相关标准的制订和修订。加强光伏产品认证检测工作，接入公共电网的光伏发电项目和享受各级政府补贴的非并网光伏发电项目，须采用经国家认监委批准的认证机构认证的光伏产品。</span>

    <span style="font-size:19px;line-height:150%;font-family: 黑体">三、进一步强化光伏应用保障措施</span>
</p>
<p style="text-indent:32px;line-height:150%">
    <span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">(</span><span style="font-size:16px;line-height:150%;font-family:宋体">一</span><span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">)</span><span style="font-size:16px;line-height:150%;font-family:宋体">发挥规划引导作用。各级要结合当地总体发展规划和电网布局，科学研究制定光伏发电规划，筛选储备一批光照资源、土地和屋顶资源和电网接入条件较好的项目，不断提高项目开发效率和综合效益。</span>
</p>
<p style="text-indent:32px;line-height:150%">
    <span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">(</span><span style="font-size:16px;line-height:150%;font-family:宋体">二）明确用地支撑政策。光伏发电项目使用未利用土地的，依法办理用地报批手续后，可以划拨方式供地；占用非耕地的其他农用地和未利用地的，可由光伏发电企业向集体经济组织依法租赁使用；依法租赁使用集体经济组织土地的，租赁协议须向当地县级以上国土资源部门备案。</span>
</p>
<p style="text-indent:32px;line-height:150%">
    <span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">(</span><span style="font-size:16px;line-height:150%;font-family:宋体">三</span><span style="font-size:16px;line-height:150%;font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">)</span><span style="font-size:16px;line-height:150%;font-family:宋体">提升项目管理水平。各地要优化项目备案流程，不得无依据设置前置性条件。光伏电站发电业务许可证和电网并网手续可平行办理，不得互为前置性条件。对申请变更上网模式的分布式光伏项目，备案部门要及时出具变更备案文件，供电部门要及时签订新的并网协议和购电合同，并申请调整补贴目录。</span>
